In theory, all votes are calculated. In practice, many have no impact on the combination of the Republic’s assembly. The reality of the Portuguese electoral system has the real opportunity to select representatives in most electoral circles, three parties – BS, BSD and attendance. This means that thousands of voters who select other political forces vote, voting in parliament.

The question is not just a statistical interest, but the structure of the Portuguese democracy. The Hond system, to convert votes into commands, favors the most voted parties, brutally fined the smallest, especially in small circles, some representatives were elected. In these districts, a party can get significant votes for its reality without any time, while the dominant parties can select representatives by a small margin.
The results? The corrupted parliamentary representation, where many citizens have no real voice in the country’s decisions.
To make things worse, party funds are connected with votes received. That is, it is clear that a small party cannot select representatives in a circle, but its votes are worth the money. The question is: Do voters really funded democracy or an organization that establish their own exemption?
The solution to this problem involves the creation of a national compensation circle. This mechanism is already in countries like Denmark or Sweden and allows you to represent representatives in the district circles nationally, which ensures a better representation. With this model, each vote will be real weight regardless of the registered district.
Introducing the compensation circle is a very plural democracy, where all political currents may participate in parliamentary life. This is not about the benefit of one side or another, but to ensure that no voter realizes that his votes were wasted.
The current system only helps to benefit the “large” parties, which creates an incentive for participation and controls political diversity in Parliament.
