In his speech before the disarmament committee in the General Assembly 79, the permanent observer Monsignor Caccia confirms how the logic of deterrence is an obstacle to peace and the issue of division.

“Military solutions” are not an effective response to the increasing political instability in different regions of the world. The “Arms Course” and “the logic of deterrence” are an introduction to the concerns and divisions, which transmit the international community from the permanent peace perspective. Therefore, it is necessary to “appeal, with renewed urgency, the path of disarmament”, also with the interlocutors who may be “uncomfortable”. This is the position of the Holy See, which was expressed by its permanent observer before the United Nations, Monsignor Gabriel Kakia, in his speech before the disarmament committee, as part of the organization’s 79th General Assembly, which was held on April 8, in New York.

Employment of dialogue and cooperation

The typical transformation adopted by “many countries”, which is increasingly present towards “military solutions” to protect their sovereignty and interests, has a “great cost”, according to Monsignor Caccia, economically, and “the erosion of multiple pluralism, dialogue and international cooperation, which has long been the conscience of our collective efforts.”

The arms race away from peace

Dialogue even with “uncomfortable” interlocutors

Another of the issues dealt with by Monsignor Caccia are the new technologies and their impact on peacebuilding. Also in this context, Pope Francis’s invitation was re -created to create “legislative frameworks” to deal with challenges such as, among other things, artificial intelligence arrival. It is not possible to follow the solutions that, according to the chapters, only through the “diplomatic profession”, who is able to promote “dialogue” with everyone, even with these interlocutors who are considered more comfortable or not considered legitimate to negotiate.
