Lula said: “We mean the Brazilian people, who have assumed the federal government, for sure, the responsibility of providing themselves to the states so that we can take care of the Brazilian people and not to allow the Brazilian people to continue walking afraid.”
PEC text needs at least six months of negotiations with conservatives and many changes. It creates a unified system, and it is a type of SUS for public safety in the country.
The appreciation will begin in the House of Representatives and then pass through the Senate. Both councils can make adjustments to the text.
Opposition groups, such as a bullet seat, must fill for changes.
Earlier this month, Lowandowski presented the new PEC text to the mayor and party leaders. At that time, Mota said that the legislative body will look at the proposal and give priority to it.

Lewandowski presented the first edition of the proposal last year, but faced resistance from the conservatives and the mayor, who were afraid to lose the autonomy in the local security forces administration.
In response to criticism, the minister presented a new version in January of this year, and the third in April, this time including the municipal guards within the scope of the proposal.
One of the main pillars of PEC is to provide the constitutional status of the SUP, which was created under ordinary law in 2018. The procedure seeks to accelerate bureaucratic measures that make authorities difficult today to work.
Among the most prominent events in PEC: expanding the features of the municipal guards, the Federal Roads Police and the Federal Police; The judgment that the union presents the National Fund for Public Security and the National Fund for Novel, to finance procedures in the region; And the inclusion of representatives of civil society in the National Council for Public Security and Social Defense.
