After 200 days of the thirtieth United Nations Conference on Climate Change (COP30), the federal government announced, on Thursday (24), that a contract with Emberatur was submitted to ensure hospitality solution in Belém: more than six thousand beds on cruise ships.
This measure, which was clarified by the Civil Parliament for the Presidency of the Republic, is part of the national strategy to meet the high demand for residency resulting from the largest climate event in the world, which will be held in November 2025 in the capital of Barra.
The hospitality settlement agreement, signed with Embratuur, provides for the use of ships such as temporary residence, capable of serving international delegations, representatives of developing countries, and the frontal secretariat teams.
Part of the family will be allocated to these groups, according to the commitment from Brazil as a country hosting. From this total, the contract provides for the seizure of 500 places for developing countries and a technical reserve that may be funded by the United Nations credit fund on climate change (UNFCCC) or directly by interested countries.
According to the government, the contract has a total of $ 263 million, but with a preliminary exchange of $ 30 million, aimed at ensuring operation and Embatur employment.
The teams will be funded by selling stalls by the operator to be chosen by the agency. Embratuur will receive $ 3.7 million for modeling, planning, employment, management and supervision of the process.
Floating and inheritance for tourism
Ships will be transported in the Oueiro port, which is subject to activation and expansion to receive large ships.
Reform is strategically, as it will be left as a new infrastructure for the port with the possibility of strengthening marine tourism in the northern region. The unusual secretary of COP30, Valter Correia, confirmed that the process is part of an integrated effort by the federal government.
“We guarantee the infrastructure needed to receive the dignity of the participants in COP30, with an important legacy leaving for the local population,” he said.
Embratuur, Marcelo Frexo, highlighted the role of the initiative in the international promotion of Brazil. “All the efforts made by Embatuth and the federal government will ensure that Belém is ready to welcome and help build global agreements towards a more just and more sustainable planet,” he said.
Interested and transparent companies in this process
Since early 2024, the federal government has maintained negotiations with sea companies interested in operating ships through the policeman. Two of them have already expressed his interest: MSC Cruises and Costa Cruises, with a history of the operation in Brazil and the logistical ability to meet the demand for the event.
