Finance Minister Fernando Haddad called for a meeting to interfere in the conflict between the National Front for Municipalities (FNP) and the National Municipal Union (CNM) regarding the formation of the management of the Committee for the Province and Future Services Tax (IBS).
The impasse revolves around the representation of entities in the case responsible for the new tax department created by tax reform. The members of the committee must be indicated by April 16.
The meeting, which was held at the headquarters of the Ministry of Finance, in Brazilia, on Wednesday (26), was not on the minister’s agenda.
The meeting was attended by the mayors Ricardo Nunes (São Paulo), Eduardo Bays (Rio de Janeiro) and Sibastio Milo (Porto Alegre), as well as heads of the National Front of the mayor (FNP), Eddaldo Nagira, and the National Housing National.
The Senate was the tax reform and the Senate Society, Eduardo Braga (MDB -Am) and the Minister of Unusual Tax Reform, Bernardo Abe, at the meeting.
CNM argues that they have more subsidiaries, about five thousand, while FNP represents large objects, which may exclude the smaller municipalities from the decision -making process.
Indeed, FNP indicates that the large and medium cities with the highest weight in the formation of the management committee. Also, for them, only elected municipal mayors must make nominations.
Ed and Egira indicated that the initial agreement on tax reform was not fulfilled.
“This is the agreement that we want to preserve, because it reflects the multiplicity of Brazil. Brazil is a large and diversified country, and these differences must be represented. The minister has made a giant effort, as well as Senator Eduardo (Braga), and we at FNP are ready to maintain what was taken at the beginning of tax reform,” he said.
The mayor of Rio, Eduardo Baiz, who will take over the presidency of FNP, indicated that he will seek to understand “to the end.”
He said, “We will seek to understand until the end to make the will of the legislator, so that this, in fact, represents the interest of the Brazilian municipalities and the union as a whole, it can prevail,” he said.
He also compared the situation with the electoral process in Brazil. He stated that there is no Supreme Electoral Court (TSE) to determine the election standards and said that Haddad was like “Zindaw”, in reference to the Supreme Minister and former President of the Electoral Court, Alexander de Mora.
“We came to try to make Minister Haddad and the Senator Eduardo Braga are” xandão “in these elections. We were not successful in this task, but I think they understand that it is at stake here is important,” he said.
Sebastio Melo stressed the importance of politics in obtaining clear rules not to compromise acting.
“We are here in a process that may not affect our states much, but we will reach those who leave us. This committee is not final, it is temporary,” he said.
Paulo Zionocci, president of CNM, said that if the proposal remains like this, there may be “changes in legislation.”
If this happens, according to him, a new legislative discussion will be needed about the management committee, which is responsible for the tax department, which can reach nearly a trillion Reese.
“I think, with a proper understanding and sense, we are ready to give up that the National Municipal Front is referring to most representatives of the 13, because, for the 14, we already have more than three thousand municipalities represented in our plate. Eduardo Braga is expected to present the action plan next week in the Senate and Justice Constitution Committee.
