The federal government handed over PEC Public Security leaders on Tuesday (8). The purpose of the text is to enhance the integration of police forces throughout the country and expand the fight against organized crime.
The mayor, Hugo Motta, praised the Republican, the text presented by the Ministry of Justice and stated that PEC will be the priority of the legislature this year.
Motta said: “There is a convergence and consensus on the urgency of treating this issue in the House of Representatives. It is important to say that all parties were represented here. The opposition, the Allied base, and all of them agreed with the press of the House of Representatives to respond to this situation of public security.”
The proposal will start with the constitution and justice. The second committee – which will be established specifically to discuss the topic – will analyze PEC before the plenary session at home. At least three deputies need to agree to the text, in a voting attack, so that the proposal is sent to the Federal Senate.
The opposition has already said that it opposes the proposal, saying that the government will not be able to ensure the integrity of the Brazilian border and that public safety should be an exclusive support for the states and municipalities.
However, the text submitted on Tuesday has support for state governments. The only difference came from the governor of Goiás, Ronaldo Kayedo.
Public safety is one of the most sensitive topics for the evaluation of Planalto Palace and the expression with conservatives is necessary to persuade Congress positions to support the text. To avoid any resistance, the proposal includes a device that shows that the union does not overcome state governments in the police leadership.
The basis for the proposal is the constitutional character of the unified public security system, and it is the structure created by ordinary law in 2018.
The text also provides tools that allow the exchange of information and statistics between municipalities, states and union. In addition to expanding federal police duties, which will also fight – organized crime.
PEC also creates a federal road police, which will replace the Federal Highway Police, allowing agents of the police on highways and waterways throughout the country.
Lewandowski said: “Now, the executive and legislative authority of the Brazilian society condemns the discussion of this great issue, which is the issue of public safety, which worries the ordinary citizen along with education and health.”
