It considers the need to strengthen the institutions responsible for public security in the orders of the three government and the necessary coordination between the authorities, with full respect for the rule of local governments and the strict commitment to human rights.

However, crime prevention and investigation are strengthened, because by combining the intensive use of new technologies in research and intelligence, criminal behaviors and those committed by organized crime will be expected.

It has been emphasized that with regard to peacebuilding, the persecution of the crime is not enough, because it is necessary to attend its causes, restore the public space and expand the opportunities for development, education and decent employment to enhance social cohesion.

Therefore, the strategy represents the way to unify the calm of Mexico that started in 2018, which was strengthened in changing the model in public security, because it gives priority to pay attention to the causes of violence and crime phenomena, with a special focus on the population in the weak situation.
