Legislative seats do not mean a place in power. This was warned by the parliamentary office in a study showing the restrictions faced by Mexican parliamentarians to lead the strategic spaces.

Women occupy 53.6 % of seats in local conferences, but they still do not reach strategic spaces, and the course in the study is raised to equal.

In 2014, they represented 42 %, and in 2021 50 %.

Under the sub -political force of the legislators in local conferences in Mexico, the parliamentary office report is part of the point that knowledge of the number of women who share it is not enough, and that “the decisive thing is to measure the amount of the real occurrence they have.”

The authors were reduced last March, taking into account a thousand 124 legislators from 32 legislative bodies for the state.

The countries that have the greatest equal and female leadership in 2025 are Kulima, Cambeshi and Baja California Wall.

Also Mexico City, Cenalua, Galissco, Agocalings, Oakaka, Coilla and Coritaro. With this arrangement, legislators, in addition to the presence of more than 50 %, have reached major positions.

Although most of them are backward are San Luis Potosi, Mexico, Chiabas, Morielus and Tabasco, by registering the lowest levels of real energy access.

But at the federal level, there is not much to assume, alert this specialized platform.

“The problem exceeds the local level: the Senate and the House of Representatives are among the most late in terms of real equality in the exercise of power,” he stresses.

Power has sex

Responsible for academics Sergio A. Persena, Loreena Vazakuiz Korea, Paula Reina Abonte, Vanessa Ruiz Gomez, óscar Medina Llanos and Luis Aguirre Floros, the study is based on the index of legislative political power full of formation (head of the main commissions.

One of the main conclusions of the investigation is that the levels where the decision power is still dominated by men.

Data reveals that only 27 % of parliamentary coordination are in the hands of deputies.

While the parity has not yet been expressed in the chairmanship of committees related to the issues of justice, economy, politics and security.

It sheds light on the fact that 65.6 % of the local conference guidelines are headed by a deputy.

The measurements of the Parliamentary Office conclude that the Citizen Movement (MC) is the party that leads to the chairmanship of the regular committees that fall on women.

Pri legislators are responsible for being responsible for strategic commissions in a relative point of view, that is, those who are associated with issues of justice, economy, politics and security.

Pri and Morena are the ones who promoted their representatives more in the chairmanship of the Board of Directors of the local conferences.

Games of the muscles

“However, the coordination of parliamentary groups is still the most restricted space. A few parties have strengthened their deputies in this role, and party leaders are still an obstacle to reaching real power,” he says in the study.

It is important to note that, in contrast to the growing female presence in the directional tables and the various console of Congress in the past decade, the researchers note the recession and even a decline in the state of bank behavior, and the responsibility for increasing driving in parliaments.

“In the case of parliamentary groups coordinators, the trend showed a preliminary growth until 2019, but it was then stagnant and retreated. Finally, the women coordinated deputies remain the dimension with the slightest growth, indicating that the presence of legislators in these spaces remains limited.”

Legislation for women … but …

The study confirms that although female leadership appears in Congress outside temporary agreements, the presence of legislators in strategic places still depends on political negotiations and changes in the pressure of the forces.

It has been emphasized that the institutional barriers are still standing that limit the arrival of deputies to the real authority.

But it also indicates that the presence of women has allowed the strengthening of legislative business schedules on female issues that have traditionally retreated and that one of the most obvious cases occurred at the Guangeato Conference, as it made progress in parity possible.

“The increase in the number of women in Congress is indispensable to ensure a more diverse and equal political representation. However, this does not mean that legislators can automatically affect the association’s decisions to enhance social justice and sexual justice.”

These obstacles do not prevent recognition that Mexico is among the six aspects in terms of the presence of numerical parity, along with Rwanda, Cuba, Nicaragua, Andorra and the Arab Emirates.

Globally, women operate 27 % of seats in low rooms or with mono systems.

  • 53.6 % From the local conference seats occupied by women.
  • 27 % Parliamentary coordination in the hands of deputies.
  • 65.6 % One of the directive tables in local conferences is chaired by a deputy.

Recommendations

The study reviews that building joint democracy in Mexico is given from the 2014 constitutional reform, which has developed parity among local and federal legislative candidates, and thus its peak for a process of successive and gradual progress that began with the shares policy a decade ago.

After that, it is reviewed in the investigation, this parity was extended in 2019 with the commitment to submitted it in the nominations and appointments in the executive and judicial authority, independent organizations and indigenous societies.

The authors recommend redesigning the criteria for appointing legislative leadership.

“It is necessary that future reforms be contemplated not only in the formation of Congress, but in its strong structure,” he says.

They also suggest that the development of skills in political negotiation and building parliamentary agreements and management be promoted.

They suggest that clear guidelines be created in the coordination of parliamentary groups, “ensuring that the appointment of these positions reflects the joint composition of the legislative bodies.”

They point out that, to apply effectively, it is recommended to integrate the Political Coordination Council (JUCOPO) with representatives by the Parliamentary Group: Coordinator (A) and Coordinator (A), which ensures that there is always a representation of all both sexes in each form.
