This LULA’s lowest position has exacerbated what Cortez calls “the problem of the dispute” within the government. The absence of more firm leadership hindered the clear distribution of strength and responsibilities between ministers, especially in the most complex situations.
Cortez also Comment on the recent ministerial exchanges in Lula. According to him, an important part of these changes occurred inside the political spectrum, despite the attempt to increase the participation of the center’s right in the government.
“If we look at the ministerial reform that it had done so far, a relevant part of it has happened inside the left,” the political scientist indicated. It sheds light on changes in strategic folders such as the Secretariat of Institutional Relations and the Ministry of Health, which has a large budget, especially for parliamentary amendments.
Even with these changes, Cortez notes that problems are still in place in ministries near the president’s political field. The state of the National Social Security Institute (INSS) was cited as a clear example of the difficulties of these internal management.
The analyst concludes that, in addition to external challenges in the relationship with the National Congress, which is characterized by political polarization, the government faces great obstacles in internal coordination of the nearest Allied base.
