According to the draft law, which had a relationship with ICARO De Valmir (PL-SE), the Secretariat for the Defense of Parliament’s powers will have the following competencies:

- Promote a culture of knowledge, creativity and organized construction of the future in the legislative body;
- Supervising and monitoring project implementation on this topic;
- And strengthening events on entrepreneurship in the legislative body.
Legislative Innovation will be responsible for:
- Suggest legislative innovation procedures;
- Cooperation with entities to implement policies that hint on innovation;
- Spreading good innovation practices in the legislative body;
- Give the Innovation Friend Prize in the Legislative Authority.
